Heat some of the water slightly -- warm enough to dissolve the sugar or honey. Stir it in until well mixed.
Add the lemon, lime juices, and the remaining water and stir.
Pour into popsicle molds, being careful not to overfill. Add lids or sticks as desired, depending on the type of mold you are using.
Freeze for at least 4 hours, preferably overnight. Serve.
