There's a place in the Green Belt where they're all in a line pretty close together, and they respawn in about seconds, so I just run up and down that all day. I'm just a lowly level 20 twink hunter playing on the starter edition for free, so my only choice is to use it for myself. Too bad mine last 2 more days:.
Eventually, I gave up for a few days. Good luck farming, there are not too many greys, but a good amount of Wool. Random much? It only took a little over 17k kills. As a side note, as of patch 3.
I just got lucky on this one! Dropped off of a Red Whelps. Azure - any mob in Winterspring, Emerald - any mob in Swamp of Sorrows, Crimson - any mob in wetlands. Now I can get on with questing! I come back, he's still farming them, but there's two low-level flagged Dwarves around and he kills 'em.

Did get two little raptors though, so not a terrible loss! RNG was not kind to me for this pet. I think that's my lifetime's worth of luck used up. It's very cool looking! There spawn two of Ebon Slavehunters on the road, who run towards Dragonmaws.
I stuck ahels the slavehunters and whelpstealers in the Green Belt like so many have suggested.
I farmed for about an hour when, as luck would have it, I killed a red whelp, and the tiny whelpling dropped.
